More than twenty years after the end of Liberia’s civil war, efforts to address past violations, promote accountability, and advance national reconciliation remain incomplete. Women, youth, and conflict‑affected communities, despite their central role in peacebuilding and recovery, continue to be marginalised from community and national level processes that shape justice, reform, and guarantees of non‑recurrence of violence in Liberia.
Transitional justice in Liberia is a core peacebuilding process, and a failure to meaningfully include women and young people risks perpetuating exclusion, weakening social cohesion, and leaving unresolved grievances that undermine sustainable peace.
The Kvinna till Kvinna Foundation in partnership with the Women NGOs Secretariat of Liberia (WONGOSOL), and four other youth and women led organisations are implementing the EU-funded PeaceGen Project in Liberia. The project aims to strengthen youth-led peacebuilding, transitional justice, and the implementation of the Youth, Peace and Security (YPS) agenda through collaboration among civil society organisations, youth champions, and public institutions. The Project responds to the challenges faced in Liberia by strengthening gender‑responsive, intergenerational, and survivor‑centred engagement in transitional justice, while positioning justice as a pathway to reconciliation, trust‑building, and long‑term peace.
The overall objective of the project is to strengthen sustainable, in-country capacities for effective conflict management and peacebuilding.
A major deliverable under Activity 1.1.1a in the project is the development of a comprehensive toolkit and training modules on transitional justice and the YPS agenda. The toolkit will serve as a practical resource for partner organisations, youth champions, and community stakeholders.
The toolkit and training modules should also strengthen the capacity of national and community media actors to undertake youth-responsive, gender-sensitive, trauma-informed, and conflict-sensitive reporting on transitional justice issues, including public discourse surrounding accountability processes, reconciliation, and the Office of the War and Economic Crimes Court. The training materials should support responsible journalism that promotes social cohesion, informed civic participation, and protection against harmful narratives, misinformation, stigmatisation, and incitement.
The purpose of this consultancy is to develop a user-friendly, context-specific toolkit and training modules that equip project partners, youth champions, and media actors with knowledge and practical tools to:
A. The consultant will conduct a desk review of relevant national, regional, and international frameworks.
Conduct a comprehensive review of national legal and policy documents, including the Liberian Constitution, TRC Act, National Action Plans on Youth, Peace and Security (YPS) and Women, Peace and Security (WPS), and relevant sector policies.
Review regional and international instruments, including the African Youth Charter, African Union transitional justice policy, ECOWAS frameworks, and relevant UN Security Council resolutions (including UNSCR 2250, 2419, 2535, 1325 and related resolutions).
Hold a kick-off meeting with Kvinna till Kvinna and key project staff to clarify objectives, expectations, timelines, and reporting arrangements.
Review project documents, including the approved proposal, logical framework, workplan, partnership agreements, and relevant donor requirements.
Develop and submit an inception report outlining methodology, workplan, consultation schedule, and annotated outline of the toolkit and training modules.
Design and facilitate consultations with Kvinna till Kvinna, co-applicants, third-party entities, youth-led organisations, legal experts, transitional justice practitioners, and selected government stakeholders.
Assess partners’ current capacities, knowledge gaps, and practical needs regarding transitional justice, YPS, shadow reporting, and evidence-based advocacy.
Propose user pathways for different audiences, including project staff, youth champions, community facilitators, and advocacy actors.
Prepare clear explanations of transitional justice concepts, mechanisms, and current developments related to accountability efforts in Liberia, including the Office of the War and Economic Crimes Court.
Develop content on the YPS agenda and the role of young people in peacebuilding, advocacy, and accountability.
The consultant will contextualize existing tools and templates available at Kvinna till Kvinna and partner organizations for the development of the following:
Advocacy planning templates, stakeholder mapping tools, message development worksheets, and campaign tracking tools.
Create relevant participant handouts, PowerPoint outlines, case studies, role plays, and group exercises.
Conduct final quality assurance checks for technical accuracy, consistency, formatting, and grammar.
Submit a final consultancy report summarising methodology, consultations conducted, key recommendations, and lessons learned.
The consultant shall develop a practical and user-friendly toolkit of approximately 40-50 pages (excluding annexes). The toolkit should prioritize accessibility, practical application, and ease of use by youth champions, civil society organizations, community facilitators, and media practitioners. Reference documents, templates, legal texts, and supplementary resources should be included in annexes where appropriate.

The consultant shall develop a youth-friendly knowledge package, including simplified learning materials, infographic concepts, etc. for short digital explainer videos. All materials should be designed to maximize accessibility, engagement, and practical application among young people and community stakeholders.
The assignment is expected to last 25 days (June 22, 2026 – July 24, 2026).
Advanced university degree (Master’s degree preferred) in law, peace and conflict studies, political science, international relations, or related field.
Demonstrated expertise in transitional justice, YPS, advocacy, and strategic communication in peacebuilding contexts.
